Uttarakhand: Assembly to fill direct recruitment posts through commissions

The Uttarakhand Vidhansabha, which was in news for allegations of rigging in recruitment, will now fill all the vacant posts of direct recruitment through Uttarakhand State Public Service Commission and Uttarakhand Subordinate Services Selection Commission.
With this amendment, the government has returned it to the Legislative Assembly while agreeing to the service rules. In the amended rules, a provision has been made to make the legislative again the administrative department of the assembly.
It may be mentioned that the Vidhan Sabha had earlier made new amendments in the service manual and sent it to the government for approval. But the rule was returned by the government for amendment in certain provisions made in it. The Legislative Assembly amended the rules and sent them again to the government.
After concurrence of Personnel, Finance and Justice, it was sent to the Legislature through Rules Cell. It has been returned to the assembly after approval from the legislature. Sources in the Personnel Department have confirmed this.
A new arrangement has been made in the Rules for the appointment of Assembly Secretary, to make legislative an administrative department and to fill vacant posts of direct recruitment through commissions instead of making appointments on ad-hoc basis. According to sources, the Legislative Department may make a proposal and bring it for approval on Thursday or in the upcoming cabinet meeting.
