How did recruitment in Uttarakhand Legislative Assembly get rigged?

Dehradun: Government has lashed out at backdoor appointments in assembly. Many vacancies have been cancelled. Let us tell you that an expert committee was formed to investigate recruitment, which completed investigation and submitted its report to the Speaker.

Committee’s investigation includes the recruitments made in assembly during tenure of Congress and BJP governments since formation of state till 2022.

There have been many revelations in inquiry report of committee. It is learned that jobs in assembly were distributed on personal letters like Rewari.

Neither any advertisement was issued nor selection committee was formed. There was no exam. Equal opportunity was not given to all eligible and interested candidates for ad-hoc recruitments.

This has violated Article 14 and Article 16 of Constitution of India. Job was easy for those who reached assembly. Inquiry report also revealed that there was no scale of recruitment in 228 ad-hoc appointments and 22 through sub-panels.

Whoever asked for job by writing letter citing himself being unemployed, he was given appointment to any post.

Prescribed selection committee for direct recruitment was not constituted. Advertisement for making appointments was not issued nor public notice was given.

Names were also not sought from Employment Exchange. Instead, whoever applied personally, was appointed on same. Assembly Speaker Ritu Khanduri Bhushan told that inquiry committee in its report stated that Personnel Department had issued mandate on February 6, 2003.

In which the appointments to be made on ad-hoc, contract, fixed salary, daily wage were banned in various departments. Despite this, recruitments were made in assembly from backdoor.

According to sources, inquiry committee has also caught fact that in many posts such youths were given jobs who did not even have the qualification of that post. Now big action was taken by Speaker Ritu Khanduri Bhushan in this matter and recruitments were cancelled.
