Like teachers recruitment on the basis of invalid and fake certificates in Uttarakhand state, questions are also being raised on appointments of vice-chancellors in universities. So far, services of two Vice-Chancellors have been terminated due to appointment without fulfilling the qualification. The appointments of Vice Chancellors of two other universities have been challenged in the court.
Now the complaint regarding the qualification of the newly appointed Vice Chancellor of Bharsar University has reached the Raj Bhavan. It is alleged that the qualification of the newly appointed Vice Chancellor is not complete for the post. Cases of appointment on the basis of invalid certificates are coming up not only in basic and secondary education but also in higher education.
So far the services of more than 100 teachers have been terminated in basic and secondary education. The SIT is also examining the certificates of other teachers. According to departmental officials, action may be taken against some teachers soon.
Challenged in High Court
Questions are being raised on the appointments of university vice-chancellors in higher education. In November last, the appointment of Narendra Singh Bhandari, the vice-chancellor of Soban Singh Jeena University, was canceled for not fulfilling the qualification. Earlier in 2019, the appointment of CS Nautiyal, the then Vice-Chancellor of Doon University, has been cancelled. Apart from this, the appointment of Hemvati Nandan Bahuguna Central University Vice-Chancellor Annapurna Nautiyal and Kumaon University Vice-Chancellor NK Joshi has been challenged in the High Court.
Now a complaint has been made in the Raj Bhavan on behalf of former BJP state president Ravindra Jugran regarding the appointment of Dr. Parvinder Kaushal, the newly appointed vice-chancellor of Veer Chandra Singh Garhwali Horticulture and Forestry University, Bharsar. It has been said in the complaint that according to the UGC Regulation Act 2018, the newly appointed Vice-Chancellor is not fulfilling the qualification of 10 years of service experience on the post of Professor.
Rules are being ignored in the appointments of Vice Chancellors. Recently, on my PIL, the Supreme Court canceled the appointment of Professor Narendra Singh Bhandari, Vice Chancellor of Shoban Singh Jeena University. Earlier, the appointment of Doon University Vice Chancellor CS Nautiyal was cancelled. Apart from this, the panels were changed twice.
Secretary Governor Ranjit Sinha said, ‘The search committee sends the panel to the Raj Bhavan for the appointment of the Vice-Chancellor. Raj Bhavan has to choose any one of these. As far as the qualification of the Vice-Chancellor is concerned, the search committee should see whether the candidates are fulfilling the qualification or not.
Dr. Parvinder Kaushal, Vice-Chancellor of Veer Chandra Singh Garhwali Uttarakhand Horticulture and Forestry University, Bharsar said, ‘I am out now, I have 10 years of service experience in the rank of Professor as per UGC Regulation Act 2018. There is no case pending against me in the court.
